Why the City, and the Locality Within It, Decides Everything
The Registering Authority Follows the Place of the Nikah
Registration under section 5 of the Muslim Family Laws Ordinance, 1961 is carried out through the licensed Nikah Registrar for the area where the marriage was solemnised. The couple’s home address does not decide it, and neither does the bride’s family’s address.
This matters more than people expect. A couple living in one district who hold the ceremony at a marriage hall in another have created a record in the second, and that is where the certificate is obtained from.
Union Council, Cantonment Board or TMA — and Why Cantonments Catch People Out
Most localities fall under a Union Council. Some fall under a Town or Tehsil Municipal Administration. And a significant share of all four of these cities — a very large share of Rawalpindi in particular — falls inside cantonment limits, where the Cantonment Board is the registering authority instead.
Families regularly spend weeks at the wrong office because nobody told them the venue sits inside a cantonment. Establishing the correct authority takes one conversation, and it is the first thing we check.

Nikah Services in Karachi
Karachi is the most complicated of the four, simply because of its size. The city is divided across several districts, each with its own Union Councils, and it also contains a number of cantonment areas — among them Karachi Cantonment, Clifton Cantonment, Faisal Cantonment, Korangi Creek and Manora — where the Cantonment Board registers marriages rather than the Union Council.
Ceremonies are arranged at home, at a mosque, at marriage halls and banquets across the city, or at our own office for a small private Nikah. Our Karachi office is at M-51, Mezzanine Floor, Muneer Mobile Mall, Block 17, Gulistan-e-Jauhar.
Nikah Services in Lahore
In Lahore, most localities register through the relevant Union Council, while Lahore Cantonment and Walton Cantonment areas register through their respective Cantonment Boards. Marriage halls are heavily concentrated in particular corridors of the city, and a venue chosen for convenience can easily sit under a different authority from the couple’s own neighbourhood.

Nikah Services in Islamabad
Islamabad Capital Territory has its own administrative structure, and marriages solemnised within ICT are registered through the authority for the sector or locality concerned. Couples frequently marry in Islamabad while one family is in Rawalpindi, which puts the ceremony and the family home under two different administrations.

Nikah Services in Rawalpindi
Rawalpindi deserves particular attention, because a very large part of it lies within Rawalpindi Cantonment and Chaklala Cantonment. For a great many Rawalpindi marriages the Cantonment Board is the correct authority, not the Union Council — and this single fact accounts for a disproportionate share of the delayed registrations we are asked to fix.
Rawalpindi matters are handled from our Islamabad office, which is a short distance away, and ceremonies are arranged throughout the city.
The Process in Any of the Four Cities
Step-by-Step, From Enquiry to Certificate
The sequence is the same in every city. What changes is the office at step six.
- Identify the venue and its locality, and therefore the registering authority.
- Verification of identity and capacity — CNICs, ages and previous marital status.
- Bride’s free-will affidavit where applicable, attested by a licensed Justice of Peace or Notary Public.
- Agreement of Haq Mehr and of any conditions to be recorded in the Nikah Nama.
- The ceremony, conducted by an authorised Nikah Khawan, Imam, Qazi or licensed Nikah Registrar, with witnesses present.
- Registration with the Union Council, Cantonment Board or Town or Tehsil Municipal Administration for that locality.
- Computerised Marriage Registration Certificate issued by the local authority.
- NADRA record and family tree update once the particulars have been entered.
Who Conducts the Nikah, and Who Registers It
A Nikah Khawan conducts the ceremony. A licensed Nikah Registrar is the person through whom the marriage is registered, and he is licensed for a specified area. These are not always the same person, and assuming they are is the commonest reason a marriage goes unrecorded. See Nikah Khawan and Imam services.
Witnesses
For a Sunni Nikah, two adult sane Muslim male witnesses are required, or one male and two female witnesses. For a Shia Nikah, witnesses are not required in the same religious sense, but Pakistani registration practice still requires them for the legal documentation. Their CNICs should be available on the day.
Documents, Requirements and Eligibility
What Is Needed in Every City
CNICs of the bride and groom, CNIC copies of the witnesses, and the CNIC of the Wali or Vakil where one acts. Photographs may be required by the office concerned. A divorce certificate or the death certificate of a previous spouse is needed where either party was previously married, and passport and visa details where a party is a foreign national. An embassy no-objection certificate is not required.
Minimum Legal Age for Marriage
The minimum legal age of marriage is 18 years for both male and female, including Islamabad Capital Territory, Punjab and Sindh — which covers all four of these cities. Age is verified against CNICs before the ceremony is arranged.
Practical Notes That Differ by City
Where the venue is inside a cantonment, confirm that before the date is fixed. Where the ceremony is in one city and the couple live in another, expect to obtain the certificate from the city of the ceremony. Where the marriage is to be used abroad, say so at the outset, because attestation and translation add steps at the end.
Timelines, Charges and Coverage
How Long It Takes
The Nikah together with signing of the Nikah Nama and any affidavit normally takes 20 to 25 minutes. Registration with the authorised Nikah Registrar normally takes one day, or 2 to 3 hours on an urgent basis where that facility is available. Where late registration of an older marriage is involved, the timetable depends on the evidence available and the office concerned.
Charges depend on the city, the venue, whether travel is involved, and whether registration, certificate and translation work are handled alongside the ceremony.

The authority is confirmed against the actual venue address before anything is filed, because a locality two streets away can fall under a different office.

Which office registers my marriage?
The authority for the locality where the Nikah took place — the Union Council, the Cantonment Board, or the Town or Tehsil Municipal Administration. It is decided by the venue, not by where the couple live.
Why do cantonment areas cause problems?
Because in cantonment limits the Cantonment Board registers the marriage rather than the Union Council, and couples often do not know their venue sits inside one. A very large part of Rawalpindi falls within Rawalpindi and Chaklala Cantonments.
We live in Karachi but are marrying in Lahore. Where do we register?
In Lahore, with the authority for the locality of the venue. The record is created where the Nikah takes place, and the certificate is obtained from there.
Do you arrange the ceremony as well as the registration?
Yes. An authorised Nikah Khawan, Imam or Qazi is arranged for the venue of your choosing, the Nikah Nama is completed and reviewed, and registration is handled with the correct authority.
How long does registration take in these cities?
Ordinarily one day with the authorised Nikah Registrar, or 2 to 3 hours on an urgent basis where that facility is available. Late registration of an older marriage takes longer and depends on the evidence available.
What is the minimum legal age for marriage in these cities?

Does NADRA issue the marriage certificate?
No. The Computerised Marriage Registration Certificate is issued by the Union Council, Cantonment Board or Town or Tehsil Municipal Administration. NADRA verifies and supports the record through CRMS after the local authority has entered it.
